Todd County Opioid Settlement Community Request for Proposals

Overview

Minnesotans have suffered tremendously from the opioid epidemic. Opioid overdose deaths have increased dramatically during the COVID-19 pandemic. Data from the Minnesota Department of Health shows that from 2020 to 2021, opioid-involved overdose deaths increased by 44%, to an all-time high of 978 deaths in 2021. Fentanyl, a highly potent synthetic opioid, was involved in the majority of the deaths. The Minnesota Attorney General’s Office joined the historic multibillion-dollar multi-state settlement agreements with pharmaceutical distributers, manufacturers, and pharmacies. Todd County is expected to receive over $1.5 million over the settlement’s 18-year period.

Purpose

The purpose of this Community Request for Proposals (RFP) is to identify qualified organizations to respond to the opioid crisis through opioid epidemic response strategies, including prevention, treatment, recovery, and harm reduction. The goal of this RFP is to fund projects in Todd County that will have a high impact, particularly for Todd County communities most disproportionately impacted by the opioid crisis.

Eligible Applicants

Public and private organizations serving Todd County residents.

Timeline

Applications will be accepted beginning October 8, 2024 through the end of the day on December 20, 2024. Projects will be funded for a period of one year. Extension of timelines may be evaluated for consideration.

Grant Awards

Grant awards will be made in the amount of $1,000-$50,000.  Total funding allocated for this RFP is $200,000.

Selected organizations that are funded will be required to:

  • Implement their application’s opioid epidemic response project, through strategies addressing prevention, treatment, recovery, and/or harm reduction. Settlement fund recipients shall choose from abatement strategies, including but not limited to those listed in the List of Opioid Remediation Uses (see resources)
  • Complete brief quarterly reports and one yearly project summary report that includes: updated organization contact information, funding invoice, workplan progress and a description of the project outcomes.

Selected applicants will be those that most clearly detail the following:

  • A clear, comprehensive, culturally relevant, and high-impact plan for addressing the chosen opioid abatement strategies.
  • Financial responsibility and capacity to meet funding requirements.

Submitting an application for this funding round does not exempt the organization from making future funding requests through the RFP process.

Scoring Criteria

Applications will be reviewed by the Todd County Opioid Settlement Advisory Council to determine whether requirements outlined in this application were met. Each application will undergo a scoring process, with a total score out of 100.

The scoring breakdown will be:

  • Organization Information (10 points)
  • Project Information (20 points)
  • Workplan (40 points)
  • Budget/Budget Narrative (30 points)

The Todd County Opioid Settlement Advisory Council will review all applications and make a recommendation on funding awards to the Todd County Board of Commissioners. The Todd County Board of Commissioners will make the final decision on which applications to fund. Funding awards should be expected by February 19, 2025.
