Adult Services

The Adult Mental Health Unit provides Rule 79 Adult Mental Health Case Management Services for those with a qualifying Serious and Persistent Mental Illness. Case Managers assist clients to arrange a variety of services depending on their individual needs. These services may include, but are not limited to, ARMHS, CSP, Drop-In Centers, Peer Support Specialists, Psychiatry, Therapy, Intensive Residential Treatment Services, Board and Lodge, Crisis Beds, etc.

Adult Protection strives to improve the quality of life for Todd County’s most vulnerable citizens. These individuals are unable to protect themselves or provide for their own physical, emotional, or mental needs due to age or handicapping conditions. Adult Protection Services focus on safety and well-being but also works towards reducing neglect, abuse, or exploitation of vulnerable adults through outreach and education. Vulnerable adult investigations are completed in conjunction with the Todd County Attorney’s Office, Todd County Sheriff’s Department, and state licensing through Social Services.

Todd County partners with Sourcewell for all adult foster care licensing services. Find licensing information and forms on the Sourcewell website. Are you interested in becoming licensed? Learn more and start the process by contacting a regional licensing specialist at licensing@sourcewell-mn.gov.

The first step to accessing funding for substance use disorder treatment services is the Rule 25 Assessment. Eligible individuals also need to meet income guidelines for Medical Assistance (MA).

Todd County Health and Human Services can complete voluntary or court-ordered Rule 25 Chemical Use Assessments. We also maintain resource lists for private providers in the area who can complete these assessments as well. Treatment providers may also be able to complete the Rule 25 at intake, depending on your health plan.

Todd County Health & Human Services offers limited financial assistance for residents who need help paying for some types of chore services. The purpose of this program is to help residents maintain independent living in their own home either long-term or on a temporary basis. Health & Human Services will review each request on an individual basis. Eligibility will be based on need and income. Health & Human Services reserves the right to set reimbursement limits.

The Chore Service Program is a reimbursement program. The chore service client is sent forms that providers must sign after they have done the work AND THE CLIENT HAS PAID THEM. A completed claim form must have the following completed: signature of worker (provider), date service was provided, service description (if not already filled in), amount of time worked, rate (if not already filled in), and the amount the client paid the provider. The client then submits the claim form(s) for payment. More than one date of service may be submitted on one claim form and/or more than one provider. Claims received in our office by the tenth of the month should be paid the third Tuesday of that month.

The goal of the Money Management program is to assist individuals and families to effectively manage their own finances by providing assessments, teaching budget skills and, if needed, debt readjustment services.

It is not the purpose of the program to encourage dependency or long term budget maintenance. Responsibility and control of the budget must remain with the client to the greatest extent possible.

It is understood that certain individuals are incapable of effectively managing their finances and must work with a payee for an indefinite period of time.

Whenever possible, alternatives to long term Money Management participation should be sought, such as vendor payments, responsible payees in the community or other suitable arrangements.

Acceptance into the Money Management program is determined by the need of the client and capacity of the agency to serve those needs. At times, a waiting list may need to be implemented for this program.
