Housing Choice Voucher Rental Assistance Program
What are housing choice vouchers?
The housing choice voucher program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.
The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.
Housing choice vouchers are administered locally by public housing agencies(PHAs). The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.
A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program. This unit may include the family's present residence. Rental units must meet minimum standards of health and safety, as determined by the PHA.
A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Under certain circumstances, if authorized by the PHA, a family may use its voucher to purchase a modest home.

Non-Elderly Disabled Vouchers
Ned vouchers work the same way as the Housing Choice Vouchers only they are set aside for Non-Elderly Disabled persons. The Todd County HRA has 25 vouchers for this purpose.
There is currently a waiting list for these vouchers but please call and get an application as you never know when funding will become available.
Security Deposit Revolving Loan Program is designed to assist income eligible applicants to borrow money from the Todd County HRA to use for payment of security deposits for rental units in Todd County.
- Maximum loan will be lesser of actual deposit or $550
- Applicant household income must not exceed 80% of the area median income as determined by HUD.
- Applicants must demonstrate the ability to repay loan. The HRA will have sole responsibility and authority to determine eligibility based on third party verification, credit references and rental history.
- Annual percentage for these loans will be 2% simple interest.
- All loans will be secured by a personal note from the borrower. Loans will be repaid within 12 month period with a minimum monthly payment of $35.
- Loans not repaid within 12 months will be submitted to the State of Minnesota Revenue Recapture Program.
- All repayments will be deposited into Revolving Loan Fund, to be made available for additional applicants.

For additional information about the voucher program, contact either the Todd County HRA serving your community or the Office of Public Housing within your local HUD office. There may be a long wait for assistance under the housing voucher program. If the PHA also administers the public housing program, applicants for the housing choice voucher program may also ask to be placed on the waiting list for the public housing program. HUD also administers other subsidized programs and you may obtain a list of programs in your area from the Office of Housing at your local HUD office at 1612-37-3135.
