Public Health in Todd County Promoting and Protecting Health

Protecting the health of the public is a primary responsibility of government. In MN, both state and county government work together, each fulfilling its role, to make up the public health system.

The Todd County Public Health Department provides services to individuals, families, schools, organizations, and communities to promote and protect the health of the residents of Todd County. Education, services, policy and regulatory functions, and partnering with organizations include some of the approaches to protecting the public’s health.

Todd County Public Health has six main program areas:

• Family Health Services
• Skilled Home Care, and Long Term Care Consultation and Coordination
• Disease Prevention and Control
• Public Health Emergency Preparedness
• Environmental Health
• Administration & Planning

Individuals and families receive health care assessment, prevention, and early intervention services, and skilled nursing and case management services through home visits and public health clinics. 

Organizations, youth, and communities are addressed through projects with an emphasis on promoting healthy behaviors and choices.

Certain laws, ordinances, programs and policies are assigned to the public health department for assessments, inspections, and enforcements.

The Morrison-Todd-Wadena Community Health Board

Todd County is a member of a three county Community Health Board along with Morrison and Wadena counties, and is governed by a Joint Powers Board Agreement.   The Board of Health is comprised of all the County Commissioners of the three counties.   The county public health departments are charged with protecting the health of the public.  Each county public health department Director rotates every third year the responsibility as the Morrison-Todd-Wadena CHB Administrator.   Each county maintains a Public Health Advisory Committee for public input.  The county public health department daily operations are the responsibility of each County Board.

All county public health departments in MN have the following responsibilities:

  • Assure an adequate local public health infrastructure
  • Promote healthy communities and  healthy behaviors
  • Prevent the spread of infectious disease
  • Protect against environmental health hazards
  • Prepare for and respond to disasters and assist communities in recovery
  • Assure the quality and accessibility of health services
