Todd County provides many services that are required by the State of Minnesota. The County Board and your county staff work hard to control expenses. In many ways, the State is in control of the property tax, with some studies suggesting that over 80% of County spending as the direct result of State mandates.
A good example is public defender services. The County has no authority in the provision of public defenders, including when public defenders are used, but the County must pay for public defenders in certain cases.
In February of 2013 the Property Tax Working Group will deliver a report to the legislature that suggests some methods that the property tax can be controlled. There are some good ideas contained in this report.
