TODD SWCD MISSION STATEMENT:

To meet society's needs in protecting the land and safe guarding water quality by providing technical and financial assistance to landowners and users.

Todd Soil and Water Conservation District (SWCD) is a local unit of government that manages and directs conservation programs within Todd County, organized on March 29, 1965.  The SWCD's  function is to assist land users in both rural and urban settings to protect soil and water resources.  Minnesota currently has 91 SWCD's, each of which is governed by a board of five supervisors.   The SWCD's receive their authority from Chapter 103C of Minnesota Statutes.

In addition to their individual resources, SWCD's use the expertise of other state and federal organizations, including the state Board of Water and Soil Resources (BWSR) and the federal Natural Resources Conservation Service (NRCS).   BWSR is the state administrative agency of the SWCD's and channels state funds to the districts for many conservation programs.

Because Minnesota has a wide variety of conservation needs, each SWCD operates from its own comprehensive annual work plan.  These work plans allow the SWCD's to specifically serve the needs of users in their district.

The SWCD implements erosion and pollution control practices with financial assistance to land occupiers, urban land users and local governmental units in Todd County in the management, conservation, and protection of the County's soil and water resources.  The SWCD conducts surveys and demonstration projects to protect water quality.  The SWCD also provides educational programs and materials on conservation and soil stewardship.
